Restoring the Scarborough Outdoor Education Centre - Letter to Ministry of Education

Dear Minister Calandra, 

On behalf of the ³Ô¹ÏºÚÁÏÍø Trustees, I am writing to request the Ministry of Education’s support in restoring the (SOES) for safe usage, beginning in the 2025–26 school year. Specifically, we are seeking Ministry approval to use proceeds of disposition to fund the necessary repairs and reconstruction of key facilities at the site. 

As outlined in the ³Ô¹ÏºÚÁÏÍø’s Multi-Year Strategic Plan, we are committed to fostering inclusive, engaging, and modern learning environments that support student achievement and well-being. Outdoor education plays a vital role in this vision, offering experiential learning opportunities that promote environmental stewardship, physical and mental wellness, and a deeper connection to the land, including through Indigenous land-based learning. Each year, approximately 80 per cent of ³Ô¹ÏºÚÁÏÍø schools with Grade 6 students, representing around 16,000 students across 325 schools, participate in overnight outdoor education programming. 

Following a Facility Condition Review in 2024, it was determined that two dormitories at SOES, the Bunkhouse and the Homestead, are no longer safe for student use. As a result, the site will be closed for the 2025–26 school year. The estimated cost to replace these dormitories ranges from $1 to $3.6 million. While planning is underway to construct new, inclusive, and accessible buildings, the ability to proceed is contingent on Ministry approval to use proceeds of disposition. 

As Trustees, we are committed to revitalizing Outdoor Education Centres and ensuring equitable access to high-quality outdoor learning experiences for every students. The temporary closure of SOES represents a significant loss for students in Scarborough and across the city. We are also exploring long-term strategies to strengthen the sustainability of outdoor education, including new revenue streams, partnerships, and the development of an Indigenous Land-Based Learning Centre.
